Well "Loft Control" is controlling how much you "Loft" the ball.

As for when to use "loft Control" , you should be controlling your loft all the time.

I see some people alter their loft to pick up ten pins (righties) or seven pins (lefties). The only bowlers I see do this though are crankers. It seems they are unable to throw the ball straight enough to hit those pins. I don't really see any excuse to throw extra loft if you don't crank it. Get a plastic ball, throw it straight.

You better control your loft on wood lanes or you'll more than likely get thrown out :p

When you have already moved as far left as your ability will allow and don't have a reasonable ball to match the conditions, then loft it. How much? That you can only learn by trial and error. How? The amount of knee bend at release determines the amount of loft and does so without altering your release or timing. Lots of bowlers do it incorrectly and with some degree of success.
