Storm Delayed Release Dates

I see that the much anticipated release dates for Storms new balls has been set back three weeks. That being the case, the Reign On and the Byte will not be released to 10/22/2013. Why did they push them back three weeks? Is this a marketing ploy?

THey made a post on facebook that referenced the final formulation or someting like that. I wonder if they had to change something and re-submit for testing?
