UPDATE from Luke: No currently approved or available ball on the market exceeds the oil absorption limits, so there will need to be no dialing back of cover strength. The line was just drawn to keep anything from going any further, so strengths of balls and covers will NOT be throttled or reduced by the new absorption specifications.
