We are approaching the end of our season. Winner of the first half will bowl the winner of the second half to see who places first and second.

Everyone is bowling for average. For those who want to participate, we have a sweeper that pays about 10 places for men/women. The payment for sweeper is in addition to league fees.

We have a team (not in contention for playoff) that most bowlers will be at Nationals on our last day. They want to pre-bowl and have it count towards the sweeper competition, as they have paid.

Although, the seems a bit weird, it was similar last year but the team was involved in the playoff. Thus, they pre-bowled and the league counted the scores towards sweeper, as they had paid extra.

Do we continue to allow this participation in the sweeper, or say it was a one-off last year due to the pre-bowl being for the playoff?

You need to put it in the rules. Generally leagues I've been in have had a no pre-bowl for Position/Sweeps, but that's been explicit.

Plus - if they're not in contention, is there a whole lot of harm? They've paid. Is there anyone actually bent about it?

USBC rules prohibit bylaws that effectively prohibit pre-bowling or post bowling. Pre and post bowling must always be granted for teams that will be at the USBC Championships or any state and local championship tournaments.

To avoid any issues, allowing them to pre-bowl for the sweeps seems appropriate. It certainly isn't going to hurt anything and keeps you in compliance with rule 117b.
