Opinion on League Rule

Would like to have an unbiased opinions on a league rule. Below is the portion(s) of the League Rules in question.

Please verify what you believe the specific dates would be deemed "the last 2 weeks". April 26th and May 3rd? or December 22nd, 29th, april 26th, and May 3rd?

League rules state:
SCHEDULE
The Blue Light Special League will bowl on Fridays at 10:00 am; practice at 9:45 am at Bowlero - Glendale. The league will have a scheduled starting date of September 8, 2023 and a scheduled ending date of May 17, 2024 and will participate for a total of 36 weeks. The league will not bowl on November 24, 2023. The schedule will be divided into 2 (two) halves. Position Rounds will be on January 5, 2024 and May 10, 2024. Play-off and Sweeper will be on May 17, 2024.

SUBS
Subs will pay $5.00 to bowl, with the funds going directly to the prize fund. Substitutes are not permitted to bowl the last 2 weeks, plus any position rounds, and play-off/roll-off.

The way the rule is written I would say it’s just April 26th and May 3rd. If the intent was the last two weeks of each half that should have been written in.
Most leagues that I have bowled in prohibited subs the last two weeks of the season, i.e. if the season is 36 weeks no subs weeks 35&36. With a split season there were also no subs the last week of the first half, occasionally the last two weeks. Usually the language regarding position rounds was only used if there were multiple position rounds in each half. I haven’t experienced any league that banned subs the two week before the position round.

Last 2 weeks generally means last 2 weeks of the "regular season" which does not include position or sweeps.

The purpose is to keep subs from impacting the "playoff" or money weeks. (playoff being position rounds)

We've all seen a high-average bowler sub for a low-average one and change that evening's outcome - we'd rather that NOT happen on a high-impact night.

It's rather poorly written, because AS WRITTEN:

Subs are not allowed in the last two weeks of the season. BUT, it also says the last week is the sweeps week, the 2nd to last week is a position round...which subs can't bowl in anyways...already spelled out earlier.

So, I would presume it was to keep subs from bowling April 26th and May 3rd...then the sub would also be unable to bowl the 10th and 17th...but it could have been written better to illustrate that.
