    Yes, you can take your new ball and find the PAP. Most of the time its probably not worth having it re-drilled unless The reaction is way off from what you wanted.

    You probably should have the PAP determined before having your next ball drilled. Even if you do it now, I would have it rechecked if you don't buy another ball for awhile, just in case you change your release.

    As mentioned above the best speed is what you can be most consistant at. The speed shown on the monitors at the center is measured at the pins. If you are more consistant at a higher speed you can adjust the surface to allow the ball to slow down quicker and increase your hook at faster release speeds
