USBC ball specs require balls to meet a specific static balance. Depending on the balls specs and the way it's drilled, it may or may not require one. You're pro shop guy knows if it requires one or not. You can also have a weight hole in order to change a bowling balls reaction, which still needs to meet the USBC ball specs.

Like ecub said, it all depends on the ball, what the static and top weights are after being drilled, if after being drilled the ball is not "legal" (pro shop should check this) then they will drill the balance hole.

Example of a balance hole as showcased in my Brunswick NeXXXus F(P+S)

    High Game: 246 (300 soon)
    High Series: 627

For ball reaction (where the weight will still be legal), the size, depth and placement can affect ball dynamics by as much as 40%
