The mill drill will do that since it can be moved in increments of 0.001"
The only other thing needed would be plenty of patience.
The Oval Fitting system by Jayhawk discussed in the paper has pre oval holes in square shaped inserts that fit into the fitting ball thumb. They range from primary hole size of 21/32" to 1", Those measurements would be for thickness of the thumb (smaller dimension) for each of those, there are three inserts, widened by 0.030", 0.060", and 0.090"

Before taking the class, I used a 63/64" round thumb hole with plenty of tape. While in the IBPSIA class, I found the best fit for me was 29/32" and ovaled to 0.070", 0.060" was a bit to tight, and 0.090" was a bit too lose. This thumb hole fits so well, I couldn't fit a piece of tape in there even if I wanted, and it never hangs on the thumb. Well that was until I bowled a noon league, then tried to bowl at 6:30pm the same day. My thumb was larger so I had to use a ball with an old thumb hole.
That made me decide to investigate the IT technology. Turns out the proshop equipment I purchased has the IT equipment stuck in a drawer, but the previous operator has never used it.
I may have spoken too soon, I'm not sure if it is the VISE IT, or Turbo Switch Grip, I'll have to pull open that drawer again tomorrow.
Ok I checked, I have the VISE IT.
