Well, I agree and disagree. The war on drugs "might" be effective or at least MORE effective if it was taken to the producers of said material. Attacking the end users just isn't going to work and it never has. But a full-scale military assault on South American drug targets and assassination of high level cartel targets as well as corrupt South American officials could severely disrupt drug availability and profitability.
On the downside...it makes it even more expensive and drives it even further underground. Legalization for users/retailers, support for programs to control the negative societal effects, AND tougher enforcement against illegal sources is how you have to deal with it if ya ever want to deal with it effectively. But like most political issues, it's easier to closer our eyes and pretend its not a problem than actually do something about it.
