What a stupid question. I have seen leagues who had a minimum score for 50\50 but nothing else. That was wrong too.

There is no minimum. Some leagues limit the handicap to a maximum. If your average is low enough you would get above the maximum handicap you won't compete well and won't fit in that league. There are plenty of sanctioned leagues where you will be fine score wise. you should focus on making friends and supporting your team and the other members of the league to make it as fun as possible while you compete. If you are enjoyable to bowl with you will find opportunities come to you as you improve.
Once again you need to use team average from a set number to figure out how much handicap to give. Depending on the highest team average in the league. Individual average becomes unimportant.
