Handicap League

We are a mens handicap league of 10 teams. Looking for a format that will encourage more bowlers. We do not have bowler knocking down our door to bowl.
The league is doing OK but a lot of complaints about the amount of handicap some teams must give others. Our low handicap is 156 and our high is 338.
Any suggestions as to how we can make our league better?

when i bowl during the summer league here on monday nights with our trio league we used the petterson system since we have about 8 to 10 teams generally as well. handicap for our summer trio league would be 80% of 200 to determine handicap..so with just 8 to 10 teams we use the modifed petterson system to keep the teams ....
i would probably use 90%of 210...
