It's a bit complex but it covers most of what one would need to know. It explains the measurements in degrees, there's another method for inches. The drilling angle is kind of another way of saying MB to PAP distance, but not exactly. The VAL angle is also known as a pin buffer, the distance between the pin and VAL. The effects of these, as well as the pin to PAP distance, are in the article.

If you have in mind some certain balls. Go to the company site and look at the drill sheet for that ball. They will give you some basic info on how a particular layout for that ball would react.

    Example:

Layouts are important but is mainly a tool for fine tuning your balls reaction. Coverstock makeup and surface prep are approximatly 70% of your balls reaction. When choosing a ball keep in mind the conditions to be bowled on and the reaction shape that is the balls normal characteristic. Using the dual angle layout method the first angle ( drill angle) dictates how soon the ball will enter it's Hook phase so you would use smaller numbers for higher speed players and higher for slower. The second angle (VAL) determines how quickly the ball will respond to friction. That being said you can't take a ball designed to be rolly and make it a skid/flip monster. You can only maximize it's potential for an angular reaction on the back.. But again i can't stress enough that SURFACE is the number 1 factor in dictating ball motion
Still love the game but had to quit because of my left leg amptation
