PCV is strong enough however, the longer a piece is the more it will flex and possibly break. If you want to make the cup style ball holders, get 4" diameter pcv pipe and have it cut in 1/2" wide pieces.

I dont know if PVC pipe is great idea. As mentioned before i dont think it would be sturdy enough to handle multiple 14-16 lb. bowling balls which is the reason i went with wood instead. Making a rack like mine or getting together some sort of shelving with the ball holders are the best options. I could just see myself having a ball slip out of my hand and go crashing through my PVC pipe rack and all my balls taking me out in the process.
A rack is actually a better option. Ball cups will actually dent some balls if they sit in the same spot too long, and they can scratch the surface as well.

Suggestions
if using PVC pipe (smaller diameter) put wood dowels or broom handles in them to strengthen them.
Put something like felt where the ball contacts the rack to prevent it from denting the ball over long storage times.
