According to the Grit Chart, Storm Step 2 is 320/1500 grit. I'm assuming it's a similar process to 320 grit, then 1500 grit. So if you use a regular sanding pad with 1500 grit and add polish, it will be totally different than Storm Step 2.
As far as what sanding pads you would need, I would look at the sanding process for the bowling balls that you have and get those pads. A 500 grit pad is enough to sand out scratches and marks. If you have deep gouges, scratches, cuts, I use superglue to fill them out, then use a fine file to sand it down so that it's flushed with the ball. Then start sanding away. It's better to use water when you sand the ball, so that you don't wear out the pads quickly. If you're not going to use water, I would wear a mask so that you don't inhale the particles.
